摄影师陈放是一个酷爱大自然的风光摄影艺术家，他无意之中拍到了几张模糊不清的凶杀现场照片，由此，一场惊心动魄的阴谋一点点展现在观众面前。新上任的市检察长杨亦松对前任检察长突然死亡的原因一直深表怀疑，但在侦破过程中，却受到了来自上级即主管政法口的副市长黄金良以及各方面的阻力，正当他苦于无计可施之时，一个楼房倒塌事件引起了他的注意，他通过艰苦细致的调查工作，发现楼房倒塌后面隐藏着一场权钱交易活动。在市里大搞行贿受贿、承揽建筑工程、搞劣质建筑的是本市金山村的一家乡镇企业。而这家企业的负责人金大旗却恰恰受到了黄副市长的保护和杨亦松昔日的恋人、今天的市长谈君的支持。当杨亦松决定深入调查之际，他的对手利用杨亦松的妹妹杨晓兰有贪污受贿行为和杨过去办案时结下的怨仇，对他展开了肆无忌惮的反扑和报复。杨亦松顶住各方面的压力和干扰，和他的伙伴们一起，挖出了滋生在共和国肌体上的毒瘤。最后，自己也倒在了反腐败斗争的第一线上。
